Elsa Phillips graduated from the Coahuila State University in Torreon Mexico with a B.A.A. in Human Resources Management. She is a long-time member of the national and local Society of Human Resource Management (SHRM) for which she has served on the board of directors for more than fifteen years. In 2015 she completed her Human Resources certifications SHRM-CP and PHR. Also she has served as a volunteer for the local United Way in various capacities with the last six years being on the board of directors.

With a Masters Degree in Health Care Administration she has had a successful career as a hospital CEO and various Vice President positions within the outpatient arena including ambulatory surgery centers physical rehabilitation centers diagnostic centers and physician practices. She is dedicated to ensuring that the best possible care is provided to patients across the entire care continuum.
