Christopher Haakon has over 40 years of experience in the government sector focusing on profit center management and top-level corporate responsibility. Since his retirement from General Dynamics in 2003 Mr. Haakon has applied his significant expertise as a consultant serving on the Board of Directors to four fast growing companies and Board of Advisors to three other companies. He has also served as a director on numerous associations commissions and foundations over the past forty years. Prior to working with General Dynamics Mr. Haakon worked for Boeing-Autometric from 1963 to 2002 working his way up from an image analyst to CEO in 1997. At the time of acquisition by The Boeing Company in September 2000 he was the CEO of Autometric providing the strategic vision and executive direction and leadership. Mr. Haakon focused on maintaining and strengthening strategic partnerships in industry government and across Boeing operations. The company provided leading-edge services and applications to federal and commercial clients specializing in data visualization and animation modeling and simulation systems image processing and analysis geospatial data management products systems engineering and integration. Mr. Haakon was formerly Chairman of the Advisory Board of the National Defense Intelligence College Foundation Chairman Emeriti of the AFCEA Intelligence Committee a member of the National Correlation Working Group Board of Directors and past Advisor to the National Geospatial-Intelligence Agency Transformation Advisory Group. Mr. Haakon has a Bachelor of Arts degree from Columbia University New York City.
Earl E. Devaney is the President of The Devaney Group having retired from the Federal government at the end of 2011 with over 41 years of service. He now provides strategic advice to a wide variety of companies seeking to establish mature and expand business with the Federal government applying his policy and operations management expertise to assess issues and provide guidance with lasting solutions that streamline operations and increase return on investment. Six days after President Obama signed the American Recovery and Reinvestment Act into law he named Mr. Devaney Chairman of Recovery and Transparency Board to oversee the $840B stimulus expenditure. Working under tight legislative deadlines Mr. Devaney established a new Federal Agency created two award winning websites with innovative geospatial web services for full transparency and implemented an internationally lauded oversight program. Reporting directly to the Vice President he also served as the Co-Chair of the U.S. Attorney Generals Financial Fraud Enforcement Task Force. His leadership of the Recovery Board resulted in extraordinarily low levels of fraud while enabling millions of citizens to clearly see how their tax dollars were being spent in real time via the Internet. In 1999 Mr. Devaney was appointed Inspector General for the Department of the Interior by President Clinton and confirmed by the U.S. Senate. During his tenure he led the public corruption investigations resulting in the convictions of Washington lobbyist Jack Abramoff and the Departments Deputy Secretary and presided over the oil and gas investigations that engulfed the Mineral Management Service. Prior to his role at Interior he was the Director of the Office of Criminal Enforcement Forensics and Training for the Environmental Protection Agency. Mr. Devaney directed all of EPAs criminal investigators as well as the agencys forensics laboratory and its enforcement-training institute. While at EPA he was the U.S. Head of Delegation and Co-Chair of INTERPOLs Environmental Crimes Committee in Lyon France. Mr. Devaney spent the first 20 years of his career with the Secret Service serving in locations throughout the United States and abroad. When he retired he was the Services foremost expert on fraud and Special Agent-in-Charge of the Fraud Division. Mr. Devaney holds a B.A. from Franklin amp; Marshall College in Lancaster Pennsylvania and graduated from the prestigious Leadership Coaching Program at Georgetown University the Executive Development Program at George Washington University and two executive management programs at the Kennedy School of Government Harvard University. In 2011 he was elected a Fellow of the National Academy of Public Administration. Currently he serves on a number of corporate and non-profit boards.
Gary Ford has served as an attorney and counselor to businesses in the Washington D.C. area for more than 35 years.
From 2009 until his retirement in 2014 he served as Vice President and Associate General Counsel of the Financial Industry Regulatory Authority Inc. the largest independent securities regulator in the United States. In FINRAs Office of General Counsel-Corporate Mr. Ford managed the Code of Conduct group and the Corporate Transactions and Intellectual Property group. From 1995 through 2008 Mr. Ford served as general counsel for technology companies headquartered in the Washington D.C. area including BroadSoft Inc. Collaborex Inc. and AXENT Technologies Inc.; he also served as securities counsel to webMethods Inc. In those positions he managed securities reporting and compliance matters venture capital transactions acquisitions corporate matters the initial public offering of AXENT growth and compliance of international operations technology licensing and intellectual property matters.
Previously he was a member of the law firm of Tucker Flyer amp; Lewis a professional corporation where he practiced in the firms securities technology and corporate areas. Mr. Ford also was a member of Spooner Mitchell amp; Ford and an associate with the Washington office of Stroock amp; Stroock amp; Lavan.
Mr. Ford holds a Bachelor of Arts degree with Honors from the University of Iowa and a Juris Doctor from Georgetown University Law Center.
Ms. Castro also held numerous positions in the CIAs Directorate of Science and Technology Office of Congressional Affairs and Intelligence Community Staff.
Ms. Castro received numerous awards to include the Secretary of Defenses Civilian Meritorious Service Award National Intelligence Distinguished Service Medal Distinguished Career Intelligence Medal DoD Distinguished Civilian Service Award and NGAs Distinguished Civilian Service Medal.
Ms. Castro is serving as a member of the Armed Forces Communications and Electronics Association Intelligence Committee.
